Challenges in Permit Acquisition Delay Renewable Energy Projects in Croatia

Investors in Croatia are facing delays in constructing renewable electricity plants due to challenges in obtaining necessary permits, as highlighted by the Renewable Energy Sources of Croatia association. The current halt in procedures for permits such as location, construction, and operation is hindering the timely development of power plants running on renewable sources. Grid connections have emerged as a bottleneck in project advancement, with the need for the Croatian Energy Regulatory Agency (HERA) to finalize a decision on the grid connection fee crucial for kickstarting a new investment cycle. Without this fee regulation, green energy projects are effectively at a standstill, preventing investors from progressing with essential documentation and permits. The association emphasized the importance of resolving issues related to grid connection fees and uncertainties created by the Croatian Transmission System Operator (HOPS) to enable the smooth progress of renewable energy projects in Croatia.
