Nagpur’s Zero Carbon Building Action Plan: Pioneering Sustainable Urban Development in India

Nagpur has made history by becoming one of the six cities worldwide to introduce a Zero Carbon Building Action Plan (ZCBAP), a groundbreaking initiative aimed at transforming the city’s building landscape. The ZCBAP, spearheaded by the International Council for Local Environmental Initiatives (ICLEI-South Asia), sets ambitious targets for Nagpur to achieve Net Zero status for all new buildings by 2030 and to convert existing buildings to Net Zero by 2050. This innovative plan, a collaboration between the Nagpur Municipal Corporation and Nagpur Smart and Sustainable City Development Corporation Ltd, marks a significant step towards sustainable urban development in India.

The ZCBAP for Nagpur stands out as a comprehensive roadmap that considers the entire lifecycle of buildings, focusing on reducing both embodied and operational emissions. Through extensive stakeholder consultations and in-depth research, the Action Plan outlines strategies encompassing various building phases, from design to end-of-life, addressing policy and technology aspects. The plan aligns with national emissions reduction targets and emphasizes the importance of reducing Greenhouse Gas (GHG) emissions intensity and increasing non-fossil fuel-based energy sources to achieve a Net Zero future.

Dr. Parinita Umredkar, Environment Officer at NSSCDCL, highlighted the mandatory inclusion of Request For Proposal (RFP) for all new projects in the city, emphasizing the green building concept. The ZCBAP not only focuses on government buildings but also extends its reach to affordable housing, commercial buildings, and homes, presenting a holistic approach towards achieving net-zero buildings by 2050. The plan recommends the adoption of fly ash bricks as a sustainable construction material to reduce GHG emissions, leveraging Nagpur’s abundance of fly ash from thermal power plants.

With its emphasis on multi-sectoral mitigation strategies and innovative solutions like fly ash bricks, Nagpur’s Zero Carbon Building Action Plan sets a precedent for sustainable urban development in India. By embracing these recommendations and working towards the short-term goals outlined in the plan, Nagpur is poised to lead the way towards a greener, more sustainable future for cities across the globe.
